個人情報の利用目的について

一般社団法人 Children’s Rights Watch Japanは、会員からご提示いただいた名前、住所、電話番号、性別その他の会員個人に関わる情報（以下、「個人情報等」といいます）を、会員へ適したサービス、及び会報誌・ダイレクトメール等による各種情報のご提供のために利用させていただき、会員の承諾なく、他の目的には利用いたしません。

個人情報の第三者提供について

一般社団法人 Children’s Rights Watch Japanでお預かりした個人情報等を、以下のいずれかに該当する場合を除き、第三者へ提供、取り扱いを委託することはありません。

  • 会員の事前の承諾を得た場合
  • 業務委託会社に対して、会員に明示した利用目的の達成のために必要な範囲で個人情報等の取扱いを委託する場合
  • 法令の定めにより提供を求められた場合

個人情報の開示等について

Press Release: EU ambassador Patricia Flor will meet with MP Masahiko Shibayama and MP Banri Kaieda in Tokyo on November 26, 2021, to discuss solving the problem of parental child abduction in Japan.

Summary

Ms. Patricia Flor, the EU ambassador to Japan, MP Masahiko Shibayama, and MP Banri Kaieda will have a meeting on November 26 at the Delegation of the European Union to Japan, in Minami-Azabu.

At this moment, child abduction by one parent in Japan is becoming a problem internationally. It is impossible for “left-behind parents” to meet with these children without agreement by the kidnapping parent. International marriages are also subject to this problem. Presently, Japanese authorities have received heavy criticism abroad because they are very reluctant to solve the problem.

Ambassador Patricia Flor, MP Masahiko Shibayama, and Banri Kaieda will discuss solutions. The EU and the Diet Member Union are to establish a close and collaborative relationship to resolve the issue.

Background

Japan still follows a single custody system after divorce, which leads to the children being separated from one parent. Single custody systems have disappeared long ago in developed Western countries.

However, in Japan, it is not illegal for one parent to abduct the children and to refuse access to the other parent. Despite being one of the G7 nations, Japan is significantly behind in protecting children’s rights.

Officially, Japan is legally subject to the United Nations Convention on the Rights of the Child. But in practice, Japan does not comply with its conditions, especially Article 9.

The United Nations, The United States of America, and the EU have been critical of Japan over this problem. This year, the Legislative Council has started to move on this issue, but it is far from certain whether it will solve it.

Children’s Rights Watch Japan requests the international media to report on the issue, and this meeting, across the world, in order to help save our children.

背景

日本国内において離婚率は現在35%に達していますが、法制度の不備（単独親権制度）から、夫婦の別居や離婚が起きて子どもから一度引き離されると、子どもが別居親と会いたいと望んでも、同居親（引き離した親）の同意がないと、子どもとのアクセスが著しく困難になるイシューが問題視されています。この問題は現在、法務省の法制審議会で議論されていますが、解決の具体的見通しは立っていません。

これは国内問題に留まることなく、国際結婚においても多くの同様のトラブルが発生しています。昨年は欧州議会より日本国内の「子の連れ去り（実子誘拐）」について圧倒的賛成多数で非難決議が行われました。また、国際連合からの共同親権立法勧告、米国からの非難など国際問題に発展しています。日本も加わっている「子どもの権利条約」に違反しているとの批判も多くあります。

そこで、共同養育支援議員連盟の次期会長に就任予定の柴山昌彦衆議院議員（自民党・元文科大臣）と海江田万里衆議院議員（立憲民主党・衆議院副議長）が、駐日EU大使のパトリシア・フロアと会談を行い、親子の引き離しの問題の解決に向け、会談を行います。

会談では議員連盟とEUの連携・情報交換の約束が予定されています。
