親による子の奪取という非常に重要な問題を提起していただき、ありがとうございます。国務省は、不当な連れ去りや引き留めによる弊害から子どもたちを守るため、世界各国と協力することを約束します。
駐日米国大使は、領事チーム全員と私に、親による子の奪取問題への取り組みと、このような状況に置かれた米国籍の子どもや親への支援を指揮するよう委任されました。
2014年に日本が「国際的な子の奪取の民事上の側面に関するハーグ条約」に加盟して以来、この困難な問題については、同条約に基づく日本から米国への子の返還を含め、大きな進展がありました。日本はまた、2020年4月に実施法を制定することで、ハーグ条約に基づく義務へのコミットメントを強化し、これにより、連れ去られた子どものハーグ返還命令の執行が改善されました。
私たちは、ハーグ条約以前のケースだけでなく、ハーグ拉致事件に関する日本の中央当局との定期的な二国間会合を通じて、拉致された子どもたちの正当な返還に向けて日本政府と緊密に協力し続けています。
また、東京の私のチームは、欧州諸国を含む在日外国大使館とも定期的に会合を持ち、国際的な親による子の奪取事案に関する協力について話し合い、すべての事案の解決に向けて日本に働きかけています。
私たちは、親による子の奪取という悲劇に対する皆様の懸念を共有し、米国市民の子どもたちをよりよく守るための改革を一貫して提唱していますので、どうぞご安心ください。

Dear Koichi Nagasato:
Thank you for raising the very important issue of parental child abductions. The State Department is committed to working with countries around the world to protect children from the harmful effects of wrongful removals or retention.
Our Ambassador has entrusted the entire consular team and I to lead our efforts on the issue of parental child abduction and assisting U.S. citizen children and parents who find themselves in these situations, and I am responding on his behalf.
Since Japan’s accession to the Hague Convention on the Civil Aspects of International Child Abduction in 2014, significant progress has been made on this difficult issue, including the return of children from Japan to the United States under the terms of the Convention. Japan also strengthened its commitment to its obligations under the Hague Convention by enacting implementing legislation in April 2020, which has led to improved execution of Hague return orders of abducted children.
We continue to work closely with the Government of Japan to work toward the rightful return of abducted children through regular bilateral meetings with the Japanese Central Authority for Hague abduction cases, as well as for pre-Convention cases.
My team in Tokyo also regularly meets with foreign embassies in Japan, including those from European countries, to discuss cooperation on International Parental Child Abduction cases and to press Japan for the resolution of all cases.
Please be assured that we share your concerns about the tragedy of parental child abductions, and consistently advocate for reforms that would better protect U.S. citizen children.
